The NDA is a Non-Departmental Public Body (NDPB) set up under the Energy Act (2004) to ensure that the UK's 19 civil nuclear sites are decommissioned and cleaned up. Its mission is to deliver safe, sustainable and publicly acceptable solutions to the challenge of nuclear clean-up and waste management.
Each of the 19 nuclear sites is operated by one of seven Site Licence Companies (SLCs) under contract to the NDA. SLCs are responsible for day-to-day operations and the delivery of site programmes. Parent Body Organisations (PBOs), selected by a competitive process, own the SLCs for the duration of their contract with the NDA.
In 2010 the NDA began the process of selecting a new PBO for the Dounreay site using the competitive dialogue process. Two consortia, Babcock Dounreay Partnership and Caithness Solutions, proceeded to the dialogue stage. The NDA remains on schedule to award a contract in the first quarter of 2012.
"It is important that we have complete confidence in the consortia we select to undertake this critical decommissioning programme at Dounreay. Using AWARD will help provide the assurance we require in the selection process," said Graeme Rankin, Dounreay Competition Programme Manager.
The AWARD software is a collaborative web-based software solution designed specifically to support the strategic procurement process from Request for Information preparation, through proposal evaluation to negotiation, delivery and post contract review. AWARD brings structure and confidence to the procurement process, and is proven to reduce time to contract, improve value for money and reduce risk. It has been used to support strategic projects in a range of sectors including utilities, transport, local government, healthcare, aerospace and defence, covering a broad range of activities including the provision of schools, hospitals, transport and defence systems..
"The nuclear industry is a new sector for QinetiQ Commerce Decisions – the NDA's Dounreay competition involves many critical decision-making processes, and as such is ideally suited to the application of AWARD. We are excited to have the opportunity to support this project, and look forward to working with the NDA," said Richard Dudley, MD, QinetiQ Commerce Decisions.
